What is Money Laundering?
Money laundering has been defined by the United Nations as the secretive introduction of funds obtained illegally into legitimate channels of the formal economy.
Stages of Money Laundering
The stages of money laundering are as follows:
Placement This involves the introduction of liquid money into the legal economic and financial system.
Layering During this stage, funds are moved through multiple transactions to obscure their origin.
Integration In this phase, the money and funds are openly integrated into the country's economy.
Consequences of Money Laundering
Money laundering is an internationally significant phenomenon that disrupts the development of countries and leads to negative consequences affecting various sectors of society, primarily in the social, political, and economic aspects of nations. As a result, there is a need to generate solutions through state policies and international support for measures that contribute to efforts against money laundering.
Financing of Terrorism
It refers to the act of providing, facilitating, safeguarding, managing, collecting, or gathering funds through any means, directly or indirectly, with the purpose that these funds are used in whole or in part by an individual terrorist or a terrorist organization, or to commit one or more acts of terrorism, even if the funds have not been effectively used or the act or acts of terrorism have not been carried out (Provision No. 044-2021, dated April 21, 2022, and published in Official Gazette No. 42.110, dated April 21, 2021).
Financing of the Proliferation of Weapons of Mass Destruction
It refers to the act of providing funds or financial services in any form or manner, which are used, in whole or in part, for the manufacturing, acquisition, possession, development, export, transshipment, brokering, transportation, transfer, storage, or use of nuclear, chemical, or biological weapons and their delivery systems and related materials (including both dual-use technologies and goods used for non-legitimate purposes), in violation of applicable national laws and international agreements (Provision No. 044-2021, dated April 21, 2022, and published in Official Gazette No. 42.110, dated April 21, 2021).
