The EU Carbon Border Adjustment Mechanism (CBAM) will require importers to purchase certificates equivalent to the carbon price if goods do not comply with EU carbon pricing standards.
The Regulation was approved in May 2023 and establishes a transitional phase before full implementation in January 2026. During this phase, importers must report greenhouse gas emissions caused by their imports.
Once in effect, importers must annually declare the quantity of imported goods and deliver corresponding CBAM certificates. The mechanism will initially apply to carbon-intensive products, and its scope may be expanded.
The Regulation excludes certain countries and territories, but the possibility of adding or removing from the list is anticipated based on certain criteria.
